Rate cards (unrated library items) now appear only in Curate mode.
The Discover feed shows discover_cards and partner_cards only.

Removes the interleave logic and the buildRateCards call from
buildFeed; updates the _discover_feed_card dispatcher to drop
the rate_card branch; updates unit test to assert rate_cards are
absent from discoverMovies/discoverTV.

Snapshot baselines will need regeneration (npm run test:browser:update).
test(snapshots): regenerate home-discover baselines
